Ena Rfam mapping #105

This adds a script to generate the Rfam to ENA mapping file. This is pretty simple export of part of our database that gets uploaded to their FTP site. The script should be intergrated into the general FTP export pipeline as well. This was tested under python 3.9, so it likely doesn't work on python 2.7.

For now is it ok to add this to the checklist for 14.8 then when we’re closer to that release I can add it to the FTP workflow?
