Notify if family gains a new 3D structure mapped #143

When a family which already has some 3D structures mapped to it, this should still give an alert if a new structure is aligned. Additionally, the alert should mention if the chain has an RNAcentral id already.

For example, RF00004 recently gained 7W5A_H and 7W5B_H. The pipeline should alert this. At the time of writing these chains do not have RNAcentral ids and this should also be mentioned in the alert.
