Add script to query NCBI and update rfamseq and taxonomy tables #153

As a result of this PR https://github.com/Rfam/rfam-family-pipeline/pull/88, we should add a new script that runs regularly and uses the seed sequences from Rfam.seed and queries NCBI for the info for rfamseq and taxonomy tables
