Add cmscan parsing functionality in infernal utilities #56

The infernal utilities currently only support the parsing of cmsearch output. The functionality should be expanded to cover the cmscan output as well

One could argue that tabular (gff) output could be standardised across infernal and hmmer functions. Needs @nawrockie and @cryptogenomicon support though.
