chore: Add githooks

As a developer, I don't want to commit code that hasn't been formatted, write a commit message not formatted, or push non linted code.

What needs to be done

• Write a .githooks/pre-commit script that formats that:
  • the files to be committed (run dart format),
  • add the changes to the commit,
  • commit
• Remove the Commit formatted files step from pr-workflow.yaml
• Add --set-exit-if-changed to flutter format lib test from Format files in lib and test directories step from pr-workflow.yaml
• Write a .githooks/commit-message script that validates the commit message format to respect the conventional commit specs
• :warning: To be discussed :warning: Write a .githooks/pre-push script that:
  • executes flutter analyze on the entire project (if possible only run on the files that are about to be pushed)
  • fails if lint fails.
