As a user, I want to receive notifications

Requirements

Implement a reusable service NotificationService, with:

a way to handle the permission based on the platform
a way to push a local notification
a way to schedule a local notification
a way to retrieve pending and active notifications
a way to delete a notification

Make sure this service handles:

iOS
Android
