feat: Implement `NotificationService.pushNotification` method #204

Requirements

In the notification service, implement:

a way to push a notification
a way to push a scheduled notification

What needs to be done

In NotificationService, add:

pushNotification(String title, String description, DateTime? at): add a notification right now or for a specific time. This method should:
- build the correct notification details (documentation) based on the platform
- on Android autoClose should be true
- if at is specified, follow the schedule notification flow (documentation)
- otherwise follow the classic flow (documentation)
