feat: Reload all static data

As a developer, I want to force a complete static data reload if the current version stored locally is too old.

Requirements

• Clean up the local database for static data (kanji, kana, groups & vocabulary)
• Call the API to get all the updated data

What needs to be done

• If the answer of the call GET /sync made at the start of the application is a 404 :
  • Remove all the data in the kanji, kana, group and vocabulary tables
  • Continue the initial loading process as it's a new application
