Add a separate drush image that works with backdrop #15

@RobLoach here is a first pass on adding a separate dockerfile to support Backdrop CMS see: https://github.com/backdrop-contrib/drush

I've also opened a ticket over there so we can peg to a specific version of their stuff as opposed to pulling whatever happens to be in "master" see https://github.com/backdrop-contrib/drush/issues/29
