Add proposed amendment changes to modernize gender neutral language

This proposed amendment makes minor changes to replace instances of he/she with they, adapting the constitution to recent linguistic developments for more inclusive language.

At the moment, this draft stands to be voted on by RJ members before being sent to the SGA for approval.
