This PR adds a few packages:

ardusub_bringup: provides a few launch files that support launching ArduSub, ArduSub SITL, and some of the nodes provided by the package
ardusub_teleop: provides some tools for controlling a vehicle with a gamepad

N/A

Testing was performed with this configuration in simulation and on a BlueROV2.
