I think the code base would be simpler if there was a single CLI for doing downloading, post-processing, and loading post-processed data into postgres.
This is also the first step for implementing the False Bay model:
[x] Merge Python code into a single CLI
[x] Hoist the Python CLI out of the Algoa Bay Forecast model directory (obviously without breaking anything)
[x] Then adjust the CLI/add options to satisfy the False Bay Forecast use-case
