Updates to MMT interface #15

This adds the following features to the MMT interface:

view and download reduced data
display observation submission errors as a banner
upload finder charts
automatically populate "current magnitude" field in observation request

These changes require some updates to the mmtapi package. I have a PR open on that repository.
