This will receive alerts from GCN Classic over Kafka and Hermes/Hopskotch and do something with them. The handler functions are not yet implemented.

I tested that this works on the production server, except for the host specification in urls.json. Jon Nation says he has a workaround for this that will be in the next release of tom_nonlocalizedevents. I'll wait for that before merging.

This works now. I'll merge the PR tomorrow if we continue to receive alerts overnight.
