We need to integrate @jrastinejad's kne_cand_vetting code into the TOM to be run automatically on incoming candidates AND with an option to run manually (a button) in case it needs to be updated later.

Currently, the static_cats_query function is run as a post-save hook on each new target. We still need to add other functions, and we need to add a button to rerun them.

This was resolved by PR #12.
