This addresses #62 by switching to the new ATLAS forced photometry functionality now built into the TOM Toolkit. I customized the processor so that we still apply the sigma clipping and stacking implemented in kne_cand_vetting. In that code we're storing 5σ limits that I think are image-wide (although that's not clear from the docs), but here I calculate a 3σ limit from the flux uncertainty.
