Update mapping of code list values for spatial representation type and maintenance frequency #28

These code lists are now available from the INSPIRE Registry, as reported in https://github.com/SEMICeu/GeoDCAT-AP/issues/55 & https://github.com/SEMICeu/GeoDCAT-AP/issues/56

The base URIs have been changed from

https://inspire.ec.europa.eu/metadata-codelist/SpatialRepresentationTypeCode

https://inspire.ec.europa.eu/metadata-codelist/MaintenanceFrequencyCode

to

https://inspire.ec.europa.eu/metadata-codelist/SpatialRepresentationType

https://inspire.ec.europa.eu/metadata-codelist/MaintenanceFrequency

The XSLT mappings must be updated accordingly.
