Let's add stellar tipping to the rust meetup bot!

How it works
We will use a base account for receiving XLM and the memo field for determining who (meetup id) is depositing XLM. Then users can tip ANYONE in meetup with XLM, since we are just mapping balances to meetup id's in our database. When a user wants to withdraw, they will simply ask the bot to withdraw the XLM from their account, specifying a stellar account id (public key) to send the XLM to -- the bot will then subtract the XLM from their account in the database.
