Polling for meetup bot -- stellar #25

Ideally we would want to stream transactions, however that is not yet implemented for this sdk.

Thus, we will have to settle for polling.

Note: I do use unsafe here since I have a mutable global variable (VERY BAD). Will want to fix this asap.
