Cleaning up close to 100 TODOs, mostly older, from ctdcal modules. Those determined to be no longer necessary have been deleted. Those worth pursuing have been recorded in open Github issues, and the TODO lines deleted.
A few TODOs have been left in two modules which appear to be no longer in use. If we can confirm these modules are no longer needed, I suggest they be deleted instead.
