Consolidate all applicable functions, classes, modules (new and old) to User.
This will function as the users directory for manually-adjusted or defined code/files, supplementing the data (which can be defined elsewhere).
This includes:
Processing workflows (I want to use this workflow on this cast)
Includes SeaBird-style workflow
Cruise reports (I want these statistics from these files)
User definitions (I want to define these casts together or run these custom routines)
Includes R2R and SeaBird definitions for things like required files, things to check for in the raw, etc.
