Another serious round of code pruning.

Note this is not 100% done as I'm working with John Ballard to finalize/fix the Winkler oxygen code, but everything else is ready for review

Winkler o2 calculation is updated and documented so this PR can proceed.

oxy_fitting.py functions definitely need a refactor (as with a lot of the codebase) but I think that is outside the scope of this PR.
