Add timeline plots #97

On P02W and on GP17-ANT, 1D timeline plots were requested by chief scientists to see differences in time between casts (and assess differences between them). These were done in Jupyter notebooks.

Create a single plotting function that

  1. Accepts dates and a label (such as SSSCC)
  2. Gets statistics between the different dates input
