Add SBE43 coef visualizer to Jupyter notebooks #98

Prior to GP17-ANT, a visualizer for the SBE43 was created. At the time, it required a .PKL file (or anything following the SBE43 oxyvolts -> scientific units process). Would it work with severely downsampled data?

This would be a good test of the RTD notebook integration.
