Continious welding and resource draining #1

An issue was reported where the BnR is trying to weld a projected block, but it gets stuck. However, each time it tries to weld the block it keeps collecting and using resources from storage containers which causes loss of resources on the grid.

Issue should be fixed in the Update: 27 Sep @ 12:18pm

Resolved issues:

Additional check on if a projected block can be build or not. Projectors seem to contain a bug with the default in-game function to verify this.
Only collect resources when a block has actually been welded and its build integrity value has been changed.
