This is for the ability for the plugin to exempt the grid's PCU detection if a given declared block (declarable in an XML configuration) by TypeID and SubTypeID is present -- granular control over PCU within the server and other things opens many use cases. I.E. -- The ability to keep "ship" or normal PCU low, and exempt certain Stations/Ships/Rovers if they have a block present. This can further be controlled with other Torch Plugins (Blocklimiter? and other examples)
