Adds chat filtering (overridden by the permission stemcraft.chat.override)
Adds direct messaging using /t <player> <message>. If you have received a message, you can quick reply using /r <message>
Adds /mute and /unmute which is persistent. You can however still direct message players with the stemcraft.chat.override permission

Closes #19, closes #20
