Remove GitHub Actions Branch Protections on release/* branches #80

Prevents me from as easily working on GitHub Actions for this repository. As of right now I have to push my changes to a different branch then PR it onto the main branch.

Outside users hijacking our actions shouldn't be a concern - manual review is an option.
