I enchanted diamond boots with speed III (unfortunately I forgot what other enchants were on them), and they occasionally gave me a slightly faster speed how they were supposed to and others made me go extremely quickly, often in short bursts and starting mid-jump. I got annoyed by it and took the boots off, leaving them in my inventory, and it no longer gave me a slightly faster speed consistently, but still occasionally made me go extremely fast and switched my FOV. I put them in a backpack, and it did the same. So I disenchanted them and re-logged multiple times (this took place over about three play sessions over two days), and still, even when disenchanted, made me go extremely quickly randomly. I think Pachi and Maru both mentioned having it, and it hasn't done the same thing for them. Sorry if I didn't explain this well!!
