[Bug] Rerolling server, would corrupt FA/DOC/Replication CD #102

At least these need to be fixed, checks when player logs in:

Replication to be checked against player status.
FA put to 3 min CD if it's longer than that.
Doc put to 3 min CD if it's longer than that.

Repair?

Steps to reproduce: start server, use CD's, die to have replication counter, stop server, delete save file, start again and see effect.

I am so sorry for waiting because I was working on it. However I was (and still) quite busy but afaik I did something which partially works. I have to check it soon.

Embrose reported: all drugs get the CD and all shall be refreshed, not just the 3 above
