This should be taken a look first if feasible at all, as it needs touch on engine and how client communicates with server. The idea would be to re-add aiming animation, some info from cirn2013:

prepare weapon is the first 400ms of the shooting animation,
you can pretty much use this for every gun weapon animation
its pretty rudimentary but ofc with source you can drag out those 4 frames as long as you want to make it variable instead of 400ms
I believe each frm sequence is 4 frames, 3 frame, 3 frame, 400ms each"
