Unfortunately Player vs Player bounty hunting will never work out, as too easy to exploit. It can be replaced with other cases of Player vs NPC.
Lawful players may issue bounties on outlaw players in Hub or NCR.
10k caps to hunt down an outlaw player and retrieve their weapon or armor (chosen by contractor).
NCR sends rand (2-4) NCR Desert Rangers, they attack randomly when player is in a random encounter, they are tougher but easier to run away from.
Hub sends rand (2-4) Hub Bounty Hunter Assassins, they attack randomly when a player is in a random-encounter and has been hit or HP is below percentage. (Example: target player in random encounter and get's hit and his HP drops below 50%) They are weaker, but more deadly.
Both cases the NPC's can be looted to gain some caps, rand(250-750), and encrypted holo disc with name of target, which can be used to uncover the contractor's name for caps at tech guy NPC's.
Rand (1-7) days CD for bounties on Outlaw Players so it cannot be spammed to oblivion.
If target escapes from encounter, the bounty hunt fails.
If target dies, the bounty hunt successful, all their possession is gone. Bounty contractor can choose to receive either armor, weapons, ammo or caps looted from target. For this to work, assassins shall only attack when target is wearing stuff that is > T2 or something, 2k+ caps on themselves.
If target kills the hunters, they can loot them to get some caps and some info on who put up the bounty.
Outlaw players may do Bounty Hunter work on Lawful NPC's at zones that are dangerous for them, as in near Lawful zones with patrols.
Enclave give bounty on BoS target, private encounter near Lost Hills BoS headquarters
Slaver's Guild give bounty on Desert Rangers target, private encounter near NCR
Pay is moderate, to be determined later, would say since traveling involved around 5000 caps.
Hard mode: More pay, but once the player enters the map it becomes a public map in a lawful zone. Have fun with PvP :)
