Radio 0 - available without radio (part pip-boy I guess) (POWERPUFF)

• Only Radio 0, global chat basically - allowed from start, need a way to disable it, maybe ~command or add interface for it.
• If players want to hear other radio channels they need to carry a radio, or helmet with that extension.
• Update radio channels to identify every even numbered radio channel, by default the players name is transmitted through radio, find a some lore for it, like NCR introduces this regulations. This way players can use radio the old way, or the 'new' and more secure way, no need to transmit own name before every transmission.
• Optional:
  • player killed can be scienced to get a fake ID for X minutes and send fake messages in their name or listen into faction chat, party chat. Obviously this comes with the problem that players would be pushed to use 3rd party software for faction chat like discord, but it also appeals to the wasteland is harsh, original design, which many love.
  • other version is that fake message can be sent to global, but faction/party members would see it as fake, thus they can warn others about it. (this due to they know the voice, even though transmitter ID has been stolen)

I wanted to do this before, not sure why I didn't, maybe tech difficulties or logical problems like how to handle spammers, trash-talkers, etc.

Everyone can see radio 0 now, even without radio. Now we need a way for players to be able to disable that, and also not show messages from players that are on ignore list. Maybe recolor messages from players that are on friend list.
