All regular armor and weapons from random encounters are in a broken state.
Only stated items are not destroyed.
This was made so economy is not fucked up, but also kills random encounter farming incentives/fun.
Boss mobs 1 out of 20 always have increased difficulty and thus loot.

Find out best solution for this to work with economy well and be fun.
Maybe ask players on some servers discord or in private about their experiences?
Possible rework:
Regular mobs:
3/10 times armor and weapon gets destroyed
3/10 times armor and weapon gets very low durability, like between 5% and 35%.
2/10 times armor and weapons gets medium durability, like between 35% and 75%
2/10 times armor and weapons gets low durability (35%-75%), but also random upgraded to quality or better
Since there is an internal random to upgrade quality or to better and since quality gear is not that good yet, the 20% does not seem too high.
Bonuses 1-4: 100%>50%>25%, quality is 100% and superior 25%, cannot be advanced or unique
Boss mobs:
Increase frequency of boss mobs in random encounter, so that when there are 7 mobs at least, a random one of them becomes strong and this will one will drop quality+ gear for sure which does not get degraded.
