Added isActionsLimited check #48

Added so you can not cancel emotes while limited.

It is intended so you can cancel emotes regardless of limitations, limitations are only to prevent from using the emote menu while down, cuffed etc... so a check to cancel it is not needed due to the player not being able to do it in the first place.

But how could you lock the player in the animation then?
