How to deal with a reference where the earliest release that exists is after yours? #34

I scanned a project that used tls 3.1.0 -- earliest published version is 3.2.

What should we do in that case? Probably take all releases and filter them?

This may be a duplicate of #32 -- the tag for v3.1.0 exists, just not the release.
