Issue #5 Allow self-assigning records from landing page #17

Added new button "Pick up emergency task" on landing page:

  1. In case all tasks are assigned then user receives message "Hurray! There are no unassigned emergency calls!"
  2. In case any unassigned emergency task exist, get first unassigned task ordered by highest priority then oldest open date and assign to current user. Finally open record in new tab.
