Create Home Page #21

As a user, I want to see my cars on the homepage of the application about cars. ACs:

CarsController is created (it requires authentication)
cars#index is our root
cars#index shows all the cars that the current user has
if this task is done before we add car model, fell free to put a plug
a navbar with signin/signout is present
delete HomeController or whatever plug we have right now
