Add authorization #60

As an application owner, I want users and admins to have different access. ACs:

authorisation implemented using cancan or pundit gem (whichever you like)
the endpoint /admin is created, where and admin can view all users (you can use gem activeadmin or not)
an ordinary user does NOT have the access to /admin
an ordinary user does NOT have the access to sidekick dashboard

Note - authorization can be tested separately
