Override TDP min/max #318

TDP is a measure of thermal load vice safe power limits. Some devices contain cooling solutions that increase their maximum TDP beyond the sane defaults AMD had posted in their hardware database. This limits performance on those devices. We should have a way to override the TDP min/max in the system settings that includes a disclaimer about damage being your own fault.
