Clarify QA Acceptance test closing out #297

Is your feature request related to a problem? Please describe. When a QA sprint is complete, QA acceptance test issues are updated and feedback is given to the team lead/designated developer on the project. These issues are not updated, sometimes for months (or even years).

Describe the solution you'd like I would like to develop a policy on:

Who should followup on the issues.
Who should close out these issues.

It can also be project to project if need be.
