  1. Added developer accountability details

Purpose

All in one place for developer to be able to check off if their project has all the best practices within their project(s).

Approach

Create README with accountability details. This has also been communicated via slack in the technical discussions.

Looking for feedback on the standards we put forth here! All of which has been discussed in parts of this repository.
