[bug]: react links are 404-ing #353

Expected Behavior

We created the CI to notify us if links stop working. It should pass for every PR.

Actual/Current Behavior

CI is currently not passing. https://www.better.dev/react-prerequisites 404s now. https://app.circleci.com/pipelines/github/Shift3/standards-and-practices/275/workflows/c1039fa9-3dcd-44a2-a4ba-4150c1bc3f74/jobs/302?invite=true#step-104-665

We should remove these links from our S&P if they are no longer working.
