[Docs] Problem solving page #355

Changes

  1. Created a read me file for problem solving.
  2. Linked the problem solving page to the Standards and practices ReadME file.

Purpose

Links to outside resources were disappearing, so it was suggested to create a sperate github page for the problem solving article.

Approach

The change makes it easier for the problem solving article to be accessed and found in the repo. Developers will now have an idea on how to problem solve to resolve task.

@michaelachrisco I am close to finishing the page up. I have been over analyzing a tad bit to make sure the page makes since and is personal to Bitwise devs.
