[bug]: Links in standards are https and not relative #372

Expected Behavior

Links should be relative; it's easier to navigate in VS Code and overall more consistent

Actual/Current Behavior

When browsing docs in VS Code Preview, some links open a browser and some don't

Steps to Reproduce the Problem

  1. Open a preview of developer-accountability.md in standards
  2. Click on the link after Github project boards need to be setup according to S&P guidelines
  3. Observe external web page opens
