This PR adds the basic structure and dev tools for developing a Python 2 and 3 compatible library to interact with Oozie, including:

Continuous integration using Travis CI that checks multiple Python versions and linting
Basic README

Slathered in license headers and sporting fewer spelling errors and disabled lint options, hopefully this looks better @erikwright?
