Implement responsive design so it works on mobile all the way to extra large screens.

As part of this move the search bar to be an element in the navbar (which forces us to make it responsive) - thou need to look into how the navbar behaves on different screens. Apparently .nav-collapse and .nav-fixed-top should be used. Will still need to look into how the search displays on mobile devices - probably will load up a full page and then use the options with some kind of side tabbing (use contestate.net styles - like the dashboard).
