Add solar avoidance #33

Most telescopes have some minimum solar avoidance angle, and for some it can be quite large and really limit daytime observations. This should be pretty simple to implement, probably with a toggle for those who don't care to have it and some default value for sites without a known avoidance angle.

This is a good idea, and you should probably ask Vincent or another experienced VLBI scheduler for clues.
