Add constant power steps to state_dict #30

CP DChg type has been tested with two BTS versions, CP Chg was taken from the neware_reader project.

Please let me know if I should switch the PR over against the development branch instead.

Hi @Grimler91 thanks for your help. I haven't been able to test many files with CP steps. If you can change the PR to the development branch, I'll go ahead and merge. The changes will be included in a release at the end of September.
