Make early govt types (feudal/despotic monarchy) give min autonomy 20. tier 2 govts (admin) give 10. tier 3 (absolute) give 5 and tier 4(constiutional) give 0. Tribal govts can have 30min until they reform

No morale gift (to enemy) or morale loss (to friendlies) when you manually retreat an army (to bring back morale cycling). Maybe need a GUI change to make it easier to select individual armies in a battle.
